Phil Godkin opened the meeting
at 1pm. He asked members to introduce themselves and the club they
were representing. After introductions, the first item of business
was:
- Board Elections
P. Godkin noted that since
there was not a full slate of candidates for the board the election
for new officers would be delayed until a full slate could be presented
to members. Positions to be filled include President and Vice President.
In accordance with the WCA by-laws; current board officers will
continue in their roles until such time as a new election is held.
R. Loney will continue to dialogue with clubs on candidates and
qualifications needed to fill the roles.
- R.Loney reviewed
the 2003 WCA Plan, beginning with a review of how the plan was
drafted, the feedback sent by members and consequent revisions
to the plan. Based on the feedback received from nearly every
club, the 2003 WCA Plan will place as PRIORITY the following:
- Organize a points race
series for Wisconsin riders
- Provide services and
recognition to riders (prizes for series, jerseys, website, promoter
assistance)
- Be accountable to WCA
riders (meeting obligations and timelines)
Specific goals include:
- Have the WCA 2003 schedule
of races to riders no later than Feb. 28
- WCA series points updated
for each rider within 3-5 days of every race
- Recruit officials
- Encourage clubs to share
methods of attracting and retaining riders
- Encourage clubs to hold
races in August and September
Group discussion followed
on the #3 goal of recruiting officials. Heidi Miengez noted that
officials needed to be treated professionally and recognized for
their work. Further discussion centered on how to properly recognize
the work of race officials. Some questions raised were:
- How can/should WCA could
provide additional compensation since USA Cycling which has not
increased the compensation schedule to officials in over a decade?
- Would higher compensation
increase the number of officials available?
- Why are many licensed
officials not officiating now?
- Should the WCA surcharge
be raised, with the additional funding going to officials? WCA
surcharge (currently $1 per rider, per race) has not been raised
in 12 years.
- Can WCA pay the officials'
license fee?
A motion was made and seconded
to raise the WCA per rider fee, the vote was delayed for further
discussion on the repercussions of the decisions. Particularly,
Heidi noted that most officials are not doing the job for the money.
Follow up discussion to be pursued by WCA board and member clubs.
M. Hanley introduced a proposal
from USA Cycling, that would in effect, rebate a portion of every
USCF license fee to the state organization (in this case, WCA) from
which the license originated in return for the state organization
(WCA) granting rider upgrades, scheduling officials, and providing
other tasks currently managed by M. Hanley. When asked how USA Cycling
was proceeding and when on this proposal, Hanley suggested that
he be the primary point of contact. Follow up: R. Loney will contact
Hanley and USA Cycling for more information and provide the response
to the members who expressed interest in hearing the outcome. This
work group includes: H. Meingez, R. Loney, J. Pearce, A. Miller,
Todd Schmitt, B. Ochowitz, J. Littman, M. Hanley, G. Achterberg,
R.Weiss.
R. Loney continued into
the "wish list" part of the WCA plan. These were programs that member
clubs would like to see become part of WCA. R. Loney cautioned that
the WCA, being volunteer run (no pay for work), needed to be focused
on its member-driven priorities in '03 (see above), and to consider
carefully any extra projects, taking on projects only if the task
is supported by a majority of riders and, that the task can be competed
without disturbing the priority projects.
Some of the ideas suggested
by WCA members for future development include:
- Cat 4 women's series
- Scholarships for u-23
riders
- Bike 4 sale ads on website
- Junior WCA team
- Permanent numbers
- Code of conduct
Some discussion followed
on the #6 idea, a code of conduct. It was decided by the group that
WCA would create a broad code of conduct for riders participating
in WCA races and leave it to individual clubs to create a code of
conduct for their individual club members that reflects each club's
mission and goals. Specifically, it was thought that the intent
of a code would be merely to provide some guidelines to encourage
and/or discourage certain behavior by riders, no matter where they
come from. (i.e., no public urination, nudity, swearing, etc).
Follow up is that WCA board
will provide a general code of conduct to be posted on the WCA website.
Member clubs will be encouraged to personalize the code to suit
their club. The code will be included in promoters packets in the
form of a stand up table tent for the registration area. Violators
of code will be shot.
Next item of business was:
Scoring
R. Loney reported that WCA
members consistently mentioned scoring as an area the WCA needed
to improve in 2003. In general, the feeling was the scoring was
adequate however some changes would be needed to improve the scoring.
Specifically, WCA in 2003 will:
- Update the points series
within 3-5 days after each race
- Release the WCA schedule
by February 28. Any changes to the schedule after it is released
must be in changing the dates; no additions to the schedule after
it is posted. Races that are added will not be counted in the
WCA series but may be considered for the following season.
- Double points will be
discontinued
- The start sheets need
to reflect which category a rider is racing in, especially when
fields are combined. Riders will need to specify at registration
which WCA category they wish to be scored in.
- Points breakdown will
be posted on the WCA website
Other discussion followed
on WCA masters categories and whether there should be a discussion
on changing the 30+ and 40+ WCA categories to 35 and 45+--at the
earliest in the 2004 season. The reason for the change is that many
other clubs in the US have already moved to the 35/45+ categories
to reflect their riders desires. Members present decided that there
would need to be discussion at the WCA club level to find out how
members would be impacted by such a change. P. Godkin will lead
a discussion group on the topic and report feedback on the website.
P. Godkin and J. Flechenstein
are working on a system for collecting points and reporting them
to the website promptly. Their work will be brought to the board
in February for review and revision.

Other business brought to
the group:
- Jerry Pearce wants to
improve officiating at cyclocross races and is working with John
Ericson to place some guidelines in the cyclocross promoters packets.
- Hampshire Cycling is
looking at helping to create a Wednesday night training criterium
at State Fair Park in Milwaukee to replace the Rainbow ride, which,
unfortunately, attracts much unwanted police intervention.
- Safety is a concern to
all riders. R. Loney reported that she attended with two other
roadies a meeting at the town of Cross Plains in October. It was
helpful for the townsfolk and the town planners to see the cyclists
out of their gear--and to hear that we aren't freaks but hard
working people just like them. She encouraged the riders all over
Wisconsin to take initiative and get on their town meeting agendas
to say hello and talk about cycling--before a problem starts.
Let them see you and get to know you so if they have questions,
they will call you for advice.
