The meeting was opened by
R. Loney. Introductions were requested. First item of business was
updates since the last meeting:
- WCA web site re-design
is underway. There is still work to be done to rebuild missing
information but the work is in progress. The new website features
articles of interest to Wisconsin racers and is updated weekly.
- The WCA/USAC liaison
that was announced at the January meeting is complete. Heidi Mingesz
has been retained as WCA's Technical Director. The position of
Technical director is funded via the license rebate given to WCA
from USAC. Heidi will work to strengthen the infrastructure of
WCA and work to streamline operations and communications between
riders, promoters and WCA. Her email address is: wcatech@earthlink.net
Request: Chris Setter asked for her role and responsibilities
to be spelled out for all on the web site. Heidi's job description
will appear on the website in mid-April.
Next item of business was
the promoter's packet. Of primary concern was the WCA 2003 Race
Guidelines. The Guidelines were reviewed by all present and minor
wording changes and clarifications discussed. WCA Race Guidelines
will be posted on the website, and the 2003 changes will be highlighted.
Request: Gary Achterberg asked about reviving the WCA Junior
Cup. He volunteered to look into getting the junior cup returned.

2003 WCA race forms.
Next item of business was
finish line services. The WCA will provide Photo Finish services
to any WCA promoter at no cost. Rich Weiss noted that he will provide
basic camera services, scaffold, stage for officials, canopy (if
there is help to raise it), and basic sound. Additional services
can be added if promoters are willing to pay for them.
Request: Rich expressed his need to speak with each race promoter
prior to their event. Amy agreed to send an email to all race promoters
to reinforce the need to communicate with Rich and to provide him
with promoters' names.
Next item was an update
on the Wisconsin State Road Race, put on by UW Whitewater. Matt
Miller, Promoter, noted that he has completed the following:
- sponsorship
- course design
- out reach to local communities
(5 jurisdictions)
- looking to have tv coverage
Request: Matt needs radios that can handle the distance between
cars and finish line. R.Loney agreed to look into NextTel radios.
Other items discussed included:
The preferred format for publishing race flyers on the website is
a PDF file.
- A discussion of carrying
over points will be delayed to the fall when 2004 race guidelines
are discussed.
- Jerry Pearce thanked
the board for its work on completing the USAC liaison and for
retaining Heidi Minguesz as Technical Director.
Last item was a discussion
on the cyclocross guidelines. J. Ericcson reviewed the guideline
draft and clarified items for the members present. The cyclocross
guidelines will be published on the website May 1.
