- General Announcements:
- Otto Wenz(Superweek
promoter) would like constructive feedback from local riders,
in order to improve Superweek. Please contact Larry Kilduff
with any feedback.
- Collegiate Nationals
will be held just outside of Madison this year. This is an
opportunity to showcase cycling in our great state, and present
a positive image to USAC as well. OLN and Velonews will be
on hand to report this event. Jeff Rose, from UW Cycling Club,
is asking for local clubs to help at this event. Please take
this info back to your clubs for consideration.
- The board reiterated
that the WCA website is a resource for all members. Results,
updates, meeting minutes, and helpful hints are on the site.
Also, the website has feature stories. If you have a story
that you would like to have on the website, please contact
Rebecca@tds.net with your ideas.
- WCA General Election
- The membership voted
to elect the members nominated for 2004; they are:

- Promotor's packet review

- Heidi reviewed the
contents of the promoter's packet, which include;
- Competitive permit
application-complete this and send to Heidi.
- Event Roster
- Registration tips-this
sheet "preps" the volunteers at your race, so please
have them read
- Responsibilities
are listed for officials, as well as volunteers
- Medical plan-needs
to be filed with the permit application Checklist
- Additionally, also
send three copies of the race flyer to Heidi before posting
on your website, etc.
- Also, the picture
of the jersey "put your number here" will be placed
on the WCA website for promoters to copy, in addition to being
placed in the promoter packet.
- Lastly, Heidi will
have additional forms at registration as well.

- Points guidelines changes
for race series:
- Proposal-specify
Masters 50+ category and ALL junior categories for WCA points
(example-all different junior categories would be separated
and each specific age group would receive points in that specific
age group for EACH race. This would ensure that all WCA races
do it the same way, so that there is consistency in scoring
these age groups). RESULT: Motion was passed unanimously.
- Proposal: Cyclocross
results counting toward overall TEAM competition in the WCA.
In 2003, the top three cyclocross riders in each event "counted"
towards the overall team competition. Should this number be
increased to four? RESULT: Continue as in 2003, with the top
three cyclocross riders in each category counting towards
the team overall. Recommendation---review at next year's annual
meeting and determine if we would like to expand to five places,
depending upon numbers of racers at cyclocross events in upcoming
2004.
- Discussion on the WCA
the sprints competition
- Proposal: Chris Vitrano
(NOVA) suggested that WCA "fold" the sprint competition
into the overall points classification system. For example,
instead of the current sprint series competition have intermediate
sprints in races, which would count toward the WCA individual
overall points. Suggested points breakdown for each sprint
-3points for first, 2 points for second, and one point for
third in each sprint. With more discussion, the proposal was
then to make it 4 points for first, 2 points for second, and
one point for third. It was agreed that the point totals should
remain fairly low, so the sprints aren't nearly as important
as the finish. (remember the winner gets 40 points). RESULT:
The motion passed, and 2 intermediate sprints will be included
in each criterium, and these two sprints will have points
that will count toward the WCA individual overall competition.
- Best All-Around Rider
Competition
The idea of a "BAR" competition was introduced by Rebecca
Anderson. After some questions and a discussion period, R. Anderson
asked for a group to serve on a follow up team. She will work
with the smaller group and determine whether a BAR can be tested
in the 04 season.
- Wisconsin Cup points
at State RR? This motion was Approved.
- Club Motion to make
a minor change to the rider surcharge. The surcharge has been
$1 per rider but the motion is to make the surcharge $1 per rider
with a minimum surcharge of $150 per race (if you have 150 riders,
that's still $1 per rider). The surcharge helps cover the cost
of professional photofinish services. This vote was done by a
roll call, club-by club. This proposal was passed. Clarification--$150
is one-half of the cost of photofinish services. This is an important
service that the WCA provides, in order to provide consistent
race results, in accordance with our mission. The minimum applies
ONLY to races utilizing the photo finish service provided through
WCA.
- 2nd Tier membership:
- Proposal was for
a $50 membership for smaller or newer clubs, which will allow
the club to attend WCA meetings, and be able to gain points
in team competition. There was a very lengthy discussion that
ensued. Several members felt that this second-tier membership
could possibly grow the sport of bicycle racing in Wisconsin
by including smaller clubs (such as those that race in Wisport
races). On the other hand, there was much disagreement about
potential responsibilities, voting rights of these second
tier members, etc. Therefore, there was no vote on this issue.
Rebecca agreed to convene a work group to collect more input
on this issue, as this item was not "vote ready.''
- The last item on the
agenda was the 2004 race calendar and each club requested its
race date. The schedule will be posted by March 1.

3:30pm.
